You can go back to school, but you can’t get any money for it.
When you file the FAFSA to apply for federal aid, they will run a check against the National Student Loan Data System to see if you owe a Pell overpayment. If you have, you’re ineligible for further aid until you repay the money you didn’t earn.
Keep in mind that Pell Grant funds come from taxpayer money — we’re all affected by your theft.

Actually, if you end up going back to the same school you could do a petition for reinstatement. That works if you have a serious reason like a death in the family or hospital stay, psychological issues, etc.
If you are trying to go to another school, its an uphill battle. But it can be done. I am pretty sure that if you can complete one or two semesters successfully and petition, financial aid will most likely accept you back.
If not then you can always try a loan from a bank or scholarships if you have the time to hunt down the right ones. It is true that thousands, even millions of dollars go unclaimed from scholarships.
